Acne on philtrum

I have acne prone skin. I been doing skin care routine for months and overall hugely improved except on my upperlip philtrum area. I got acnes everyweek. I also shave once per week with safty razor and shaving cream. I thought this maybe cause of shaving and stopped for a while but felt acne didn't stop. I used Neutrogen Adv acne cleanser with 4.5% Salicylic acid, wash twice per day. Use Cetaphil moisturizer. My other face part have small ones here and there for short time.
