Help!! Rough textured skin and bumps

I had completely clear skin for a while and then this started happening. There’s this rough texture on my skin and these bumps. It feels very rough on my fingertips too and idk what to do. I use cerave facewash and moisturiser, sunscreen regularly, very little makeup but once or twice a week. Could it be the weather? Is there anything i could do to get rid of this?
